The Endowed Layer
tribunal.empireofmorocco.org is the free layer of the Empire of Morocco Global Trade Ecosystem, held to the standard of waqf al-kutub — an endowed library — under the Access & Fee Charter, presented for adoption. The instruments of the North Gate are free to every heir of the land: to read, to copy by hand, to transcribe, and to download, without account, registration, payment, or permission.
Recognition is never sold here. Fees attach only to labor — and labor-services live at the store, never between you and the record. The standing rule is published in the Access & Fee Charter.

Honoring the endower. The gift is hiba — gratuitous; the office's thanks is thawāb — a store-side courtesy, never record access, never a price. A gift to the endowment keeps the record free for every heir.

- Possession confers nothing. Execution by a true heir is what perfects the instrument — the text itself is inert in unentitled hands. Lock 3: perfection of status is not contingent on any third party’s act.
- The public record is the armor. A text published openly, with its edition identifier and SHA-256 hash, cannot be misrepresented as secret, sold as contraband, or altered without detection.
- No beneficiary registry is kept. This office does not build lists of heirs. Verification exists only inside paid certification services, where identity must be established for the certificate itself.
- The waqf is open by definition. An endowed library gates no one out of reading.
